I want the page to be fully flush with just a simple background color that matches the theme background. I try to use CSS to import it, but it only works within the blocks and not the actual page that it's in. Do I have to have a specific theme to make this even possible? Is there a way to change the color of the page without a different theme?

Can you share a link or a screenshot of the site in question? It's hard to visualize what you're trying to do without seeing an example.
It will likely take a bit of custom CSS to accomplish what you're trying to do, but it can be a bit tricky to determine the identifier of the object(s) you'll need to target with CSS in order to change the background color.
To your question, every theme is different. Some themes (like Astra, for example) include the ability to customize every aspect of a site's design. Other themes are more limited in what you can and can't customize.
Still, pretty much anything can be customized using CSS. It's just more tricky, and involves a bit of code.
If you don't want to mess with it, you can hire a coder from Codeable and they can knock it out for you in just a few minutes, at very affordable rates.
