The 3 dots do not pull up the same information as the course. They pull up different information. Mine sTop Tool Bar
spotlight mode , Full Screen and so on.

The block editor should still have Top toolbar, Spotlight mode, and Fullscren mode the only difference would be included is the Distraction free mode.
