Without really knowing what is possible (and if I should, in fact, use a "Knowledge Base"...) the need is to give users multiple entry points into a vast, interlinked body of questions (which users will answer to decide which info they will see...) and information.
Examples of features I "envision" are:
- Live search
- Analytics (with access to data for further analysis)
- User access control (including the ability to have anonymous, registered and paying visitors /the latter having more extended access)
- Ability to turn any type of interaction (eg voting) on/off
- Front end editing.
- Integration with a suitable forms editor so I can ask multiple-choice questions where the answer will decide what the user sees next.

Excellent question. Not sure if any of our members have other recommendations, but my experience with knowledge bases is very limited.
On this site, in this very forum, we use DW Question & Answer, primarily for its simplicity. I wanted a simple utility for asking questions and getting answers, and most forum/knowledge base software was far too complex for my simple goal. DWQA was the only one that was simple enough for this limited purpose.
That said, the same company also makes DW Knowledge Base, which probably comes closer to your needs.
I think you should also check out Echo Knowledge Base. It's a far more robust KB plugin, and with their add-ons, I think you should be able to accomplish nearly everything in your list of requirements.
For those items you can't get out-of-the-box, I'm certain you could hire an expert at Codeable to tweak or customize features for your specific application. You can start a conversation with one of their experts here.
