Hi Chuck,
To determine which WordPress theme is being used by a particular site, you can view the Page Source using the developer tools in your web browser.
Or, you can use a site like: https://whatwpthemeisthat.com to automatically determine the theme being used by a WordPress site.
In the case of the site you linked above, it appears it's using the WordPress theme titled simply, “X”.
You can find more details about that theme here: http://theme.co/x/
