Why can’t I find Link Settings on my image blocks in WordPress?

Hi Elizabeth, In WordPress 5.4, they moved the Link Settings to the pop-up toolbar right above the image. When you add an Image Block, you should now see a link button in the pop-up toolbar right above the image: Link Button on Image Block Click that button to view the link options for the image. Does that help?
