I want to post a video that is 2:14 in length, but WordPress will not allow a video this long. Can the length be changed in WordPress to accommodate the video length?

One of the many reasons I listed in that article is that most video files are too large to be uploaded to your web server. This is not a limitation of WordPress, but of the settings on your web server itself. And those settings are determined by your web hosting provider.
The issue is likely not the length of the video. It's actually the size of the video file itself, which is likely over the limit set by your web hosting provider.
Your best bet (besides hosting your video elsewhere, and then just embedding it on your site) will be to reach out to your web hosting provider and ask them to increase the file size limits for your site. They may or may not be willing to do so, as increases resources for one site usually impacts any other sites that may be hosted on the same server.
You might also take a look at VideoPress. It's a video hosting feature that's built into Jetpack. With VideoPress installed in your site, you'll simply upload video files to your WordPress site as normal. But—and this is the critical difference—the video files aren't actually hosted by your server. Rather, they're automatically offloaded to VideoPress' CDN, so you'll get all the same benefits of hosting your video on a high-end video host like Vimeo—but at a fraction of the cost.
