My dashboard says that my wordpress version is up to date but it shows that I'm currently running WordPress 4.9.1
I've read that I can manually update via ftp but I'm rather nervous to go that route. Is there another way I can force wordpress to update itself to gutenberg?

It's interesting that your dashboard reports that your WordPress installation is up-to-date when the current version is actually 5.2.1.
Where is your site hosted? I wonder if there is a setting within your web hosting dashboard that is preventing your site from updating to the latest version?
Some Managed WordPress hosting companies have disabled auto-updates beyond 4.9.2, to minimize surprises and frustrating experiences for their customers due to the all-new block editor in 5.0 and newer.
So, I'd recommend you check out your web hosting dashboard first, and then reach out to your hosting provider next. Because if that's not the case, then the only other way to update your WordPress installation is via FTP.

I have it hosted with Godaddy. I called them to see if they had any blocks or other issues that would cause it. They didn’t have an answer so they issued a support ticket for the problem. I recently upgraded my cpanel so maybe that’s the issue. Thanks for the help. I’m excited to get going with gutenberg.
