If you can add widgets to the footer area of your site, why not just add an “Image” widget and a “Navigation Menu” widget?
Go to: Appearance > Widgets and add an Image widget to your Footer widget area. Then, within the setting for that widget, you can either upload a new image, or select an existing image from your Media Library.
Likewise, you can add the Navigation Menu widget to your Footer widget area. Then, either create a custom menu just for the footer of your site (like we've done on this site), or select an existing menu to display in the widget.

Guess I should have said a footer banner. I’d like it to be full width. I did add a photo and the menu. They are clustered in the bottom left corner of the website. The site that I work on for YWCA Delaware does allow for a full banner. I’m hoping to duplicate that experience. Thanks again. Chuck
Thanks for providing the additional clarification, Cliff. You’re right… adding a full-width image to the footer of your site is a function of the theme. There’s not a default method in WordPress for adding full-width images to the footer, and I’m not aware of any third-party plugins that will do this, either… because the functionality would vary wildly, depending on the theme you’ve selected. That’s why it’s more likely a function of the theme itself.
A modern theme like Astra would handle this just fine.
