My changes in Wordpress are not saving. I have tried emptying my cache and it did not help.

Sorry to hear you're having trouble viewing your changes. Chances are, your changes are being saved, but they're not displaying properly for you.
When you say that you've tried emptying your cache, are you referring to your web browser's cache, or your website itself?
These days, there are likely multiple layers of caching involved in helping your site to load faster. Many Managed WordPress hosts utilize a layer of caching at the server level. If your host includes server catching, they may include a button in your dashboard that allows you to clear the cache after you make changes.
Beyond that, have you installed a caching plugin like WP Rocket? If so, you'll also want to clear its cache by clicking the link within its Settings page.
And finally, most web browsers store a cached copy of site's you've visited, so it'll load faster next time you visit that site. You can force your web browser to clear its cache and reload the page anew by holding the Option (or Alt) key while clicking the Refresh button.
Since I'm not clear on which method(s) you've attempted, I'm mentioning all of them here. It's most likely one or more of these are in play on your site.
But, if you've already cleared your website's cache at the server level, and also cleared your web browser's local cache, you might simply open your site in a new private or ‘incognito’ web browser window, which will enable you to see your site just as your visitors will see it.
