I'm pretty sure the cart and checkout page are meant to be prebuilt in already. (I have the checkout page but not the cart page) I tried creating my own cart page, but that didn't seem to do the trick either.

I linked to this article in my previous response to your other related question about shopping cart pages, but here it is again:

That page contains this instruction about how to install the missing WooCommerce pages again: “If you skipped the Setup Wizard or want to install missing WooCommerce pages, go to WooCommerce > Status > Tools and use the page installer tool.”
Alternatively, you can manually create the pages in Pages > Add New, and then tell WooCommerce which pages to use. To tell WooCommerce which pages to use for Cart, Checkout, My Account, and Terms and Conditions, go to WooCommerce > Settings > Advanced.
