HI I am trying to design some templates for a specific device that is a kiosk. However this kiosk is a android device that has had the screen rotated 90 degrees in the hardware settings. I don't want the device to display as a mobile site . I want it displayed as a desktop version. Can I design a template to display in a screen that is  768x1366 px. Second Question is can I make copies of this template so I can make use it for different clients.

Hi Joy, These days, just about any theme will work on a smaller screen. Modern themes are “responsive,” which means they automatically adjust the layout to fit a smaller screen. This is different than a dedicated mobile theme, which completely replaces the design with a purpose-built theme for viewing a site on a mobile device. That's generally not considered a best practice any more. So, you'll want to look for a responsive theme that allows for customization, so you can make it look how you want. All of the WordPress themes we recommend are responsive, and will work on screens of any size. If you want to create your own theme you can sell to clients, I'd recommend partnering with a WordPress developer who can create a custom theme to match your precise specifications. I hope this helps, but if you have any further questions, please feel free to follow up anytime!
